Scape Group unveils £1.1bn Regional Construction Framework winners

The Regional Construction framework will provide construction services for public sector projects in the Midlands and East of England, covering Derbyshire, Staffordshire, Lincolnshire, Nottinghamshire, Warwickshire, Leicestershire, Northamptonshire, Cambridgeshire, Norfolk, Suffolk, Bedfordshire, Essex and Hertfordshire.

The new framework's eleven lots are divided into bands by project value, including Lower (up to £750k), Intermediate (£500k - £2.5m) and Upper (£1m - £5m). The four year framework will have a total value of up to £1.1bn.

The Scape Regional Construction framework has taken a strenghened approach to demonstrating value for money, and as standard, now measures social value, via a TOMs (Themes, Outcomes, Measures) method, developed in association with Social Value Portal. Scape will also continue to monitor project performance via additional Key Performance Indicators (KPIs) for local spend and local employment. The framework will also ensure that a social enterprise is engaged on every project.

The framework will replace the East Midlands Property Alliance (empa) framework, which expires in early 2018.

Scape's delivery partners on the new framework include a number of SMEs operating within the Midlands and East of England. The eleven contractors comprise Seddon Construction, Lindum Group, John Graham Holdings, Jeakins Weir, GF Tomlinson, Fortem, Morgan Sindall, RG Carter Building, Conamar Building Services, Clegg Construction, and Ashe Construction. Each partner has been selected for their extensive local knowledge and demonstrable experience of working collaboratively to deliver a range of public sector projects.

The Scape Regional Construction framework has been developed to create a model that would offer the public sector an element of choice of contractor and ensure that they work with a team that has extensive local knowledge of the Midlands and East of England.

The current empa framework has seen high levels of demand from the public sector across the Midlands region, having completed over 500 projects to date, and has delivered significant levels of local spend, SME engagement and project success.
